“This training is an important opportunity to strengthen our preparedness, response, and coordination during critical situations. Let us remember that ensuring the safety and security of our university community is a shared responsibility.”

These were the words of PMaj. Steven Dela Cruz, Chief of the NEUST Civil Security Unit, as he underscored the importance of preparedness and proper response procedures during the In-house Training on Security Response Procedures for High-risk Threats and Violent Emergencies held today, September 8, 2026, at the University Mini Convention Center, NEUST Sumacab Campus.

Attended by security personnel, university incident commanders, and representatives from various university departments and offices, the training aimed to enhance the participants’ knowledge and skills in identifying, responding to, and managing high-risk threats and violent emergencies. It also sought to strengthen coordination and communication among concerned university personnel during critical incidents.

The training sessions were facilitated by the Nueva Ecija Provincial Explosive Ordnance Disposal and Canine Unit (NEPECU), also known as the EOD/K9 Unit, led by PCpt. Ferdinand Galang, an EOD Technician.

PCpt. Galang discussed the broad categories of bomb threats and explosives, proper procedures for assessing and responding to threats, appropriate actions upon receiving a bomb threat, different types of explosive devices, active-shooter incidents, methods used to carry out threats, strategies for countering bomb-related incidents, security measures, and proper evacuation procedures.

Meanwhile, PSSg. Benson Perez and PCpl. John Michael Dela Cruz, K-9 Handlers, introduced the unit’s K-9 dogs, Shark and Warden, and conducted an actual bomb-detection demonstration.

PSSg. Perez also discussed the capabilities of bomb-detection K-9s, including their proper handling and the procedures involved in utilizing them during security operations.

The lectures were followed by a practical examination bomb-threat response exercise in which participants simulated a real-world scenario and applied the proper command protocols, coordination mechanisms, and reporting procedures.

PCpt. Galang, PSSg. Perez, PCpl. Dela Cruz, and PSSg. Ryan Manahan, an EOD technician, also demonstrated the appropriate safety measures to observe before, during, and after a bombing incident.

Following the drill, the University Civil Security Unit conducted a debriefing led by PMaj. Dela Cruz. The session focused on observations from the exercise, an assessment of the participants’ responses, and areas for improvement in the University’s security and emergency response procedures.

The activity forms part of the University’s continuing efforts to strengthen its security preparedness and emergency response capabilities. By equipping personnel with the necessary knowledge and practical skills, NEUST seeks to ensure an effective, coordinated response to high-risk threats and safeguard the entire University community.
