Dr. Marlon Torres, the NEUST MIS Director, is one of the members of the Cabanatuan ICT Council, a multi-stakeholder organization comprising of Local Government, Academe, and the Business Community or Support Groups. Its primary objective is to develop the local ecosystem in terms of infrastructure, talent, and business environment suitable for the IT-BPM industry and the opportunities of the Digital Economy.

On August 13, 2021, the Department of Information and Communications Technology (DICT) – Luzon Cluster 2 facilitated the 2021 Cabanatuan ICT Council election of new officers. Out of more than 40 members, Dr. Torres was opportunely elected as the Vice President for External Affairs.
