To strengthen procurement efficiency and compliance, key officials of the Nueva Ecija University of Science and Technology (NEUST) participated in a two-day intensive training on government procurement law held on May 29–30, 2025, at the NEUST Mini Convention Center, Sumacab Campus.

The training centered on Republic Act No. 9184, its 2016 Revised Implementing Rules and Regulations (IRR), and the newly enacted Republic Act No. 12009, aiming to equip NEUST’s deans, directors, department heads, BAC members, and other key officials with updated knowledge and competencies in procurement processes, applicable to both academic and global service settings.

β€œAt NEUST, we are entrusted with the sacred responsibility of managing resources that shape lives and build the future,” said NEUST President Dr. Rhodora Jugo.

β€œ[Republic Act No. 9184 and Republic Act No. 12009] are designed to ensure efficiency, accountability, and transparency in the procurement process. Understanding and applying these laws well empowers us not just to comply, but to lead with integrity and help sustain the trust that the people have placed in us,” the University President said.

President Jugo also reminded the participants that procurement is not simply the function of the University but a mission as stewards of public resources and encouraged them to treat each step of the procurement process as an opportunity to uphold integrity and ensure that every decision reflects their commitment to excellence.

In his message, Atty. Bembol Castillo, Vice President for Administration, Business, and Finance, emphasized the importance of preparing proper documents and adhering to procurement standards to ensure transparency and accountability in all government transactions.

Meanwhile, Ronnie Gutierrez, Chief of the CLSU Procurement Office and BAC Secretariat and Program and Project Monitoring and Evaluation Head, and Dr. Cheryl Ramos, CLSU Administrative Services Director and Institutional and Academic Quality Assurance Unit Head, served as the resource speakers during the training. Both are accredited trainers from the Government Procurement Policy Board (GPPB).

Gutierrez discussed the various modes of procurement under the New Government Procurement Act (NGPA) and its implementing rules and regulations (IRR), including updates introduced under RA 12009, while Dr. Ramos tackled key provisions of the NGPA, particularly Procurement by Electronic Means (PEM) and Strategic Procurement Planning (SPP).

The training was especially timely with the enactment of the New Government Procurement Act (RA 12009) on July 20, 2024, which took effect on August 13, 2024, signaling a shift toward more efficient, transparent, and technology-enabled procurement practices in government institutions.
