President Dr. Rhodora Jugo reaffirmed the University’s commitment to human capital empowerment during the monthly meeting of the Nueva Ecija Council of Personnel Officers (NECPO) hosted by NEUST on June 4, 2025, at the Mini-Convention Center, Sumacab Campus.

In her message, President Jugo said that NEUST was deeply honored and truly delighted to host the activity of dedicated HR professionals, whose commitment continues to strengthen our public service in the province.

“At NEUST, one of our core development goals is human capital empowerment, a commitment that strongly aligns with the mission of NECPO,” said the President. “This administration firmly believes that the true strength of the institution lies in its people. That is why we are committed to investing in their growth, well-being, and potential.”

“We aim to create not just a productive workplace, but one where individuals feel genuinely valued and inspired to contribute meaningfully to both the University and the broader public service,” she added.

According to the NEUST President, empowering people goes far beyond policies and programs, adding that it is a strategic and purposeful endeavor, saying: “By sharing [valuable insights and our experiences] with one another, we help shape more responsive, inclusive, and effective HR policies that truly address the needs of our respective institutions.”

Meanwhile, Jenna Kristel Ilustre, Human Resource Management Officer III, NECPO Vice President for State Universities and Colleges (SUCs), Government-Owned and Controlled Corporations (GOCCs), and National Government Agencies (NGAs).

“HR leaders should always remain approachable and responsive, as we serve as the primary support system for employees’ workplace concerns,” said the NECPO Vice President.

“I’m truly grateful to NEUST and President Rhodora Jugo for graciously hosting and supporting the monthly meeting of the Nueva Ecija Council of Personnel Officers. This meeting was a valuable venue for discussions on vital CSC updates and strengthening collaboration among HR leaders in the province of Nueva Ecija.

CSC Field Office Director Maj. Eleanor Prado expressed her appreciation for NEUST’s hospitality and presented updates on CSC mandates, while NECPO President Mr. Andrew Fernandez highlighted President Jugo’s agenda on responsive and inclusive human capital, saying: “As human resource practitioners, we value where we have come from as we bring dynamic change to our agencies.”

The event also featured the recognition of Top 12 Performing HRMPs from various agencies as well as the PRIME HRM Accreditation for outstanding HR practitioners and agency heads.

The meeting was attended by HR practitioners from all four districts of Nueva Ecija, including representatives from State Universities and Colleges (SUCs), Government-Owned and Controlled Corporations (GOCCs), and National Government Agencies (NGAs) in the province.
