Cabanatuan City – The Nueva Ecija University of Science and Technology (NEUST), through its Bids and Awards Committee (BAC) Secretariat, welcomed delegates from the Tarlac Agricultural University (TAU) for a benchmarking activity held on July 18, 2025, at the BAC Conference Room, Gen. Tinio Campus.

This benchmarking initiative focused on the university’s implementation of Republic Acts 9184 and 12009, providing TAU officials with insights into NEUST’s procurement processes, documentation systems, and good governance practices.

The activity included discussions on the organizational structure and operational flow of the NEUST BAC Secretariat, covering topics such as competitive bidding, posting requirements, and compliance strategies that align with government procurement policies.

NEUST BAC Chairperson Atty. Bembol Castillo emphasized the proactive role of the BAC Secretariat, stating, “Here at NEUST, we value to ensure to comply with the policies particularly in the procedures of RA 12009.”

TAU’s delegation was led by Ruth Thesa Franquera, Head of the BAC Secretariat, who expressed gratitude for the opportunity to engage in this peer-learning activity.

Franquera noted how NEUST’s systems could serve as a valuable reference in refining TAU’s own procurement protocols.

The session also provided a venue for sharing experiences, best practices, and common challenges among procurement officers and Technical Working Group (TWG) members from both institutions, further strengthening their commitment to efficient and principled public service in the academic sector.

 Meanwhile, BAC Member for Goods and Services Randy Bañez emphasized the importance of this exchange.

“Just pick up everything that is good on your journey and leave behind those bad things. Do not be discouraged by those obstacles, but make sure that will strengthen your resolve to act the best and most advantageous to the government,” said Bañez.
