NEUST holds Basic ICS Training to strengthen disaster response

With the aim of enhancing the university’s disaster response capabilities, the Nueva Ecija University of Science and Technology (NEUST) conducted a three-day Basic Incident Command System (BICS) training from June 9 to 11, 2025, at the Mini-Convention Center, NEUST Sumacab Campus.

The training was anchored on Republic Act No. 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010, which mandates proactive disaster preparedness, and was further supported by the Philippine Development Plan (PDP) 2023-2028’s emphasis on climate action and disaster resilience.

In her opening remarks, Dr. Rosemarie Casimiro, Dean of the College of Public Administration and Disaster Management (CPADM), underscored the training’s importance by highlighting how emergencies can occur unexpectedly – making efficient response systems crucial – and urged participants to share their learnings within their respective offices.

The training covered key topics, including ICS principles, organization and staffing, ICS facilities, managing planned events and incidents, incident assessment and management by objectives, organizing and managing incident resources, incident event planning, and the transfer of command, demobilization, and close-out.

Sessions were facilitated by resource speakers Gerry Calimoso, Francis Perena, Ralph Darrell Laus, and Angelo Simbol.

At the closing ceremony, Ruth Bengco of the Office of Civil Defense Region III congratulated the 34 completers out of 40 participants.

She also commended NEUST’s Planning and Development Office, headed by Dr. Kenneth Armas, and CPADM for organizing the initiative, emphasizing its role in strengthening community disaster preparedness.
