NEUST Luminary | Engr. Honorato P. Panahon, PhD

An alumnus of the Central Luzon Polytechnic College (CLPC), Class of 1983, Dr. Honorato Panahon earned his Bachelor of Science in Electrical Engineering and became a licensed electrical engineer in the same year. He further pursued advanced studies, completing two master’s degrees from his alma mater: a Master’s in Engineering Education, Major in Electrical Engineering (1990) and a Master’s in Management, Major in Public Management (1992).

In his continuous pursuit of knowledge, he obtained his Doctor of Philosophy in Rural Development, Major in Organization and Management from Central Luzon State University in 2008, and also completed a Bachelor of Laws degree from Araullo University in 1996.

Dr. Panahon’s academic journey at NEUST stands as a testament to lifelong learning and leadership. From his early years as Instructor III at CLPC in 1985, he rose through the academic ranks to become Vice President for Administration, Business, and Finance (SUC VP III) in 2017 — a position he held until 2024. His steadfast dedication to academic excellence, administrative innovation, and people-centered governance has greatly contributed to NEUST’s vision of global competitiveness and institutional sustainability.

Dr. Panahon exemplifies the spirit of a globally competitive academic leader committed to continuous professional growth and institutional advancement—in alignment with QS Quacquarelli Symonds’ core indicators — Academic Reputation, Employer Reputation, and Sustainability.

Throughout his career, Dr. Panahon has actively engaged in numerous capacity-building and leadership development programs, enhancing his expertise in public management, higher education governance, and human resource systems. He participated in the Planning, Budgeting, and Expenditure Management in SUCs, Consultative Meeting with DBM Regional Office, and Capacity Building on University Futures and Foresight for NEUST — strengthening NEUST’s commitment to strategic and sustainable institutional management.

His involvement in PRIME-HRM programs of the Civil Service Commission refined his competencies in human resource management, recruitment, and performance systems, while his participation in Business Continuity Training Workshops, ISO 9001:2015 Training, and GAD Deepening Sessions, in addition to different supervisory training courses, reinforced his commitment to quality assurance, gender equality, and inclusive governance.

Dr. Panahon’s dedication extends beyond NEUST. He is actively involved in community and professional organizations — serving as President of the YMCA of Nueva Ecija, Inc., Chairman of NEUST Community Credit Cooperative, and State Seminar Director of the Knights of Columbus (LNJ) – Manila. He also contributes to civic initiatives as an Observer for the NAMFREL Medicine Monitoring Project and a Trainer for Values Orientation Workshops under the Civil Service Commission.
