The Central Luzon Industry, Energy, and Emerging Technology Research and Development Consortium (CLIEERDEC) concluded its three-day Research Proposal Writeshop at the President Ramon Magsaysay State University (PRMSU) in Iba, Zambales, on November 26–28, 2025, producing 12 research proposals.

The writeshop, led by CLIEERDEC’s Human Resource Development Committee (HRDC), aimed to strengthen the research capability of member institutions and develop fundable proposals in the fields of industry, energy, and emerging technology aligned with the region’s harmonized priority research agenda.

Building on this goal, Dr. Marilene Hipolito, NEUST Research Director and Consortium Director, emphasized the importance of ensuring that proposals meet preliminary requirements, particularly the completeness and clarity of documents, noting that strengthening research capacity across institutions remains a priority for the consortium.

Further supporting this objective, HRDC Chairperson Engr. John Denver Catapang of Bataan Peninsula State University (BPSU) discussed the mechanics of proposal preparation and explained that the activity was designed to generate research aligned with regional priority needs.

To guide researchers in aligning their proposals with broader national directions, Dr. Mari Rowena Tanquilut of Pampanga State Agricultural University (PSAU), a member of the Research and Development Management Committee (RDMC), presented the research and development roadmap and the guidelines for proposal submission to CLIEERDEC.

Complementing these inputs, Dr. Emelyn Bugayong, Gender and Development (GAD) Director of PRMSU, discussed the integration of GAD in research, emphasizing equity, inclusion, and impact in research and development.

Continuing the technical guidance, Dr. Jonathan Fabula of Central Luzon State University (CLSU), an HRDC member, introduced strategies for packaging research proposals and trained participants on the use of the DOST Project Management Information System (DPMIS), the platform for submitting proposals for potential funding.

After the series of presentations, the participants refined their proposals based on the guidelines and techniques discussed and later presented them to the CLIEERDEC panel for evaluation.

The activity resulted in 12 proposals: three from PRMSU; two each from Bulacan State University (BulSU) and NEUST; and one each from BPSU, CLSU, PSAU, Pampanga State University (PamSU), and Tarlac Agricultural University (TAU).

According to Dr. Hipolito, the proposals will be endorsed to the governing council for the issuance of certificates of endorsement, which will be attached to submissions to the Department of Science and Technology – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD) for possible funding.

In her closing message, Dr. Hipolito encouraged member institutions to participate in consortium activities such as intellectual property training and future writeshops to further strengthen research skills and support innovations that contribute to regional and national development.
