A distinguished alumna of the Central Luzon Polytechnic College, now Nueva Ecija University of Science and Technology, Dr. Jayne M. Manuel-Garcia stands as a true embodiment of academic excellence, visionary leadership, and unwavering commitment to quality basic education.

A Cum Laude graduate of Bachelor of Science in Industrial Education major in Chemistry from CLPC, she further strengthened her academic foundation by earning both her Master of Arts in Education and Doctor of Education major in Educational Management from Wesleyan University–Philippines, Cabanatuan City. Her educational journey reflects NEUST’s commitment to lifelong learning, leadership development, and outcomes-based education.

With more than three decades of exemplary service in the Department of Education, she has served in various critical roles—as a classroom teacher, Head Teacher, Education Supervisor in Science for both elementary and secondary levels, Officer-in-Charge Assistant Schools Division Superintendent, and ultimately as Chief of the Curriculum Implementation Division (CID) of SDO Nueva Ecija. For over eight years as CID Chief, she spearheaded curricular innovations, strengthened instructional supervision, and institutionalized data-driven decision-making—key metrics aligned with QS indicators on academic leadership, governance effectiveness, and teaching quality.

Her impact extends beyond administration. As a consultant, editor, and feature writer, she led and contributed to flagship publications such as the Nueva Ecija Elementary Science Journal, CID Bulletin, and the Nueva Ecija Secondary Science Bulletin, advancing knowledge dissemination, instructional relevance, and professional development—pillars of research culture and knowledge transfer emphasized in QS frameworks.

A recognized author of science laboratory manuals, teaching guides, and lesson plans, her works have supported both elementary and secondary learners and teachers, strengthening learning outcomes, curriculum relevance, and equity in education. Her leadership in conducting large-scale teacher trainings and national capacity-building programs demonstrates measurable impact in faculty development and system-wide instructional improvement.

Her professional credibility is further affirmed by extensive national and international trainings—including SEAMEO QITEP in Indonesia—and active membership in prestigious professional organizations in science and education. These reflect NEUST’s aspiration for global competence, professional recognition, and sustained institutional impact.
