To provide employees with a comprehensive understanding of the standards and procedures involved in Citizen’s Charter Auditing, including the conduct of self-directed assessment and evaluation of frontline services in relation to public service excellence and institutional accountability, the Nueva Ecija University of Science and Technology (NEUST) Committee on Anti-Red Tape (CART) conducted a Self-Directed Workshop for Citizen’s Charter Auditing on May 26, 2026, at Rico Fajardo Hall, NEUST Sumacab Campus.

In her message, NEUST President Dr. Rhodora Jugo emphasized the importance of delivering quality public service that goes beyond processing requests and focuses on genuinely helping people.

“Public service is not about meeting deadlines; it is about serving people with honesty, compassion, and a genuine heart for those who depend on us every day. At NEUST, public service reflects the kind of institution we choose to become,” she said.

The program proper was led by the University Committee on Anti-Red Tape headed by its Chairperson and University Vice President for Administration, Business and Finance, Atty. Bembol Castillo, who discussed the legal foundations and the evolving Anti-Red Tape Authority (ARTA) landscape.

Meanwhile, University CART members Ms. Jenna Kristel Ilustre and Engr. Christopher Ladignon discussed the technical standards for Citizen’s Charter Auditing and the Client Satisfaction Measurement Report (CSMR), including audit procedures, compliance assessment, and post-audit action planning.

The seminar-workshop was attended by members of the Administrative Council and non-teaching personnel from various campuses and offices to strengthen their capacity in conducting internal assessments, ensuring compliance with ARTA standards, and enhancing the delivery of efficient, transparent, and citizen-centered services.

The activity forms part of the Ease of Doing Business Month celebration and of the University’s continuing commitment to institutional excellence, accountability, and quality public service in support of government efforts to promote responsive and client-focused governance.
