The Nueva Ecija University of Science and Technology (NEUST) and the Anti-Red Tape Authority (ARTA) Central Luzon Regional Field Office convened on July 23, 2026, at the Conference Room, NEUST General Tinio Campus, to advance collaborative efforts in integrating Ease of Doing Business (EODB) principles into graduate education.

The meeting was attended by NEUST key officials, including University President Dr. Rhodora Jugo, Vice President for Administration, Business and Finance Atty. Bembol Castillo, Dr. Nancy Joy Mangansat, Dr. Angelo Santos, Engr. Christopher Ladignon, and Dr. Rosemarie Casimiro.

Representing ARTA Central Luzon were Regional Chief Mary Grace Manabat, Supervising Administrative Officer Jonina Madrid, along with Jelo Arce and Jeremy Batiller.

The discussion focused on a proposed partnership between NEUST and ARTA aimed at integrating EODB and efficient government service delivery as special topics in the graduate school, particularly under the Master of Public Administration (MPA) program.

Anchored on ARTAโ€™s mandate under Republic Act No. 11032, the meeting emphasized capacitating future public administrators through the integration of key governance frameworks, including regulatory impact assessment, service design, and performance monitoring, to enhance efficiency, transparency, and innovation in public service.

This initiative highlights the role of higher education in advancing national development through policy-oriented research and strengthened government collaboration, with proposed activities such as EODB-focused research, capstone projects, and technical assistance to local government units.

The inclusion of EODB topics is expected to enhance NEUSTโ€™s graduate curriculum and contribute to a more responsive and citizen-centered public sector.

This engagement underscores NEUSTโ€™s commitment to aligning its academic programs with national priorities while supporting ARTAโ€™s mission to promote efficient and transparent governance.

Both parties expressed their intent to formalize the collaboration and pursue joint initiatives benefiting students, government agencies, and the wider community.
