The Nueva Ecija University of Science and Technology (NEUST) was recognized by the Presidential Communications Office (PCO) for its compliance with the requirements of the Freedom of Information (FOI) Program.

Through the Freedom of Information Program Management Office, NEUST received the 2024 Certificate of Compliance during the FOI Receiving Officers (FROs) Hangouts held at the National Library of the Philippines in Manila on October 6, 2026.

The recognition affirms NEUST’s compliance with the FOI Program and its commitment to transparency, accountability, and accessible governance in accordance with Section 3 of Memorandum Circular No. 2025-001, s. 2025.

Engr. Christopher Ladignon, NEUST FOI Decision Maker and Focal Person, received the certificate on behalf of the University. He emphasized that the recognition goes beyond compliance with a government requirement, reflecting NEUST’s commitment to good governance and its core values.

“For NEUST, FOI compliance goes beyond fulfilling a government requirement; it reflects our institutional commitment to transparency and accountability, which form an important part of the University’s core values and principles of good governance,” he said in an interview.

Engr. Ladignon also underscored that the FOI Program upholds the right of every Filipino to access government information, subject to applicable laws, rules, and regulations, while strengthening openness, responsiveness, and public trust.

He credited the NEUST Administration, under the leadership of University President Dr. Rhodora R. Jugo, for its continued support of FOI activities, including capacity-building, information dissemination, proactive disclosure, and measures that strengthen the University’s responsiveness to information requests.

“Strong institutional support has enabled us to continuously improve our FOI implementation and sustain our compliance with government transparency and accountability requirements,” he said.

Joining Ladignon was FOI Receiving Officer Mr. Jonathan De Guzman, whom he credited for his support in the University’s FOI implementation.

“His support plays an important role in maintaining the responsiveness and efficiency of our FOI implementation,” Ladignon added.

Through its sustained implementation of the FOI Program and partnership with the PCO-FOI, NEUST continues to strengthen a culture of transparency, accountability, responsiveness, and public trust in service to the Filipino people.
